Miami, Florida, may relocate the city’s homeless people to an encampment site on an offshore island that houses a waste water treatment plant.
On Thursday, the Miami-Dade Board of County Commissioners will hear a proposal from the city manager’s office that details building a homeless camp on Virginia Key island, near a hike and bike trail and the Central District Wastewater Treatment Plant.
